FSCJ CARES Act Funding Information

To maintain compliance with federal regulations regarding receipt and distribution of the Coronavirus Aid, Relief, & Economic Security (CARES) Act funding, FSCJ is required to provide the following information to the public 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days thereafter:

FSCJ signed and returned the Department Certification and Agreement in April and received $7.25M in CARES Act funding on May 6, 2020. This funding will be distributed directly to students in several phases over the term of the award year.

FSCJ has implemented an evolving process to distribute these funds to students who were impacted by the transition to remote learning due to COVID-19 and qualify based on the below criteria. In order to be eligible to receive a portion of the funding, students are required to meet the following federal criteria:

  1. Have a completed 2019/2020 FAFSA (Free Application for Federal Student Aid) on file with Financial Aid.
  2. Have a valid High School diploma, GED or equivalent. 
  3. Be enrolled in a degree or certificate program.
  4. Meeting federal standards for Satisfactory Academic Progress.
  5. Not be in default or overpayment with Title IV grants.
  6. If you were selected for V4 or V5 verification, completed the Identity and Statement of Educational Purpose.
  7. Be a U.S. citizen or national, permanent resident, or eligible non-citizen.
  8. Not fraudulently received Title IV loans in excess of set limits. 
  9. Have repaid any excess Title IV loan amounts if obtained inadvertently.
  10. Males must have registered with Selective Service before the age of 26.
  11. Have a valid Social Security number.
  12. Not have a federal or state conviction for drug possession or sale, with certain time limitations.

FSCJ’s distribution plan currently includes four phases and has determined additional criteria for each of them: 

Spring 2020 Term fixed amount, $300:

1.    Students who meet the federal criteria must have been enrolled for Spring Term through the end of the drop period for at least one class that started as a face-to-face class or hybrid and then changed to a distance learning class.

Summer 2020 Term fixed amount, $300:

1.    Students who meet the federal criteria must have been enrolled for at least one Summer Term class that changed from face-to-face or hybrid to distance learning. 

2.    Students enrolled in a full term, A, or B session class that changed modality after their registration must have remained enrolled until at least June 9. Students enrolled in at least one C session class that changed modality must have remained enrolled until at least July 13.

Summer Term, student application, variable amount:

Eligible students received an email inviting them to complete a CARES Act Student Application. Once the application was completed, students were told to allow up to 4 weeks for the review and notification process. Once the review was complete, students received an email to advise of the decision and the award amount. They were also informed that any award provided will be determined by a formula and will not be equal to the amount of expenses claimed.

If a student did not receive an email, he or she was informed that they may still be eligible for a CARE Act award if the following criteria are met:

  1. Students must have been enrolled for at least one class in Spring or Summer Term class that changed due to COVID-19 from a face-to-face or hybrid to distance learning.
  2. Students must have incurred eligible expenses related to the FSCJ campus disruption caused by the coronavirus.  Expenses such as technology purchases, school supplies, or additional child care are examples of eligible expenses.
  3. Students must meet the criteria listed above on this web page.
  4. Students must either have a completed FAFSA on file, or must complete one now and go through any verification processes to have the FAFSA accepted by FSCJ. Students who complete the FAFSA after June 22 will receive an email inviting them to apply, depending upon funding availability and confirmation of student eligibility.

The application was made available for completion either on a computer or on a smartphone. Documentation was required to confirm some of the answers provided; no award was made without documentation for those questions that require it. The applications were reviewed and an award made based on the answers and the supporting documentation provided on the application. Note that the amount awarded was determined by a formula and not necessarily equal to the amount of expenses claimed.

Fall 2020 Term fixed amount, $300:

1.    Students who meet the federal criteria and were enrolled for at least one Fall Term class in Session A or B were asked to confirm that they incurred additional eligible expenses due to the campus disruption caused by the coronavirus. The deadline for their response was October. 5th.  Another round is planned for students enrolled for Session C, with communication being sent to them the week of November 2nd and a deadline for at the beginning of December. 

Spring 2021 Term fixed amount, $280:

Students who meet the federal criteria and were enrolled for at least one Spring Term class in Session A or B were awarded a fixed amount of $280, based on receipt of FAFSA information until all funds were exhausted from the original allocation.

Depending upon continued funding, FSCJ may develop other distributions. This website will be updated as additional distributions are developed.

FSCJ received $7.25M in Student CARES Act funding that was spent as follows:

  • FSCJ distributed $7.250,259 to 15,233 students since March 2020. 
  • FSCJ has an estimated 15,233 students eligible to receive CARES Act funding as of the start of the coronavirus campus disruption.
  • FSCJ has offered funding to 7,846 students in the Spring 2021 semester for a total possible award of $2,196,880. 
  • Students received information through the CARES Act website at www.fscj.edu/financial-aid/cares-act.  Emails were sent to eligible students to provide information and/or instructions if necessary to receive any award. Text of those emails may be accessed here:

FSCJ CRRSAA Act Funding Information

To maintain compliance with federal regulations regarding receipt and distribution of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funding, FSCJ is required to provide the following information to the public 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days thereafter:

FSCJ signed and returned the Department Certification and Agreement in April and received $7.25M in CRRSAA Act funding on February 16,2021. This funding will be distributed directly to students in phases over the term of the award year.

FSCJ has implemented an evolving process to distribute these funds to students who were impacted by the transition to remote learning due to COVID-19 and qualify based on the below criteria. In order to be eligible to receive a portion of the funding, students are required to meet the following federal criteria:

  • Be enrolled in a Financial Aid eligible program of study.
  • Be a U.S. citizen or national, permanent resident, or eligible non-citizen.

Additionally, we identified our neediest population as students with an Expected Family Contribution (EFC) between 0-999.

The award amounts are as follows:

  • Neediest population received an award amount of $600
  • All remaining eligible students received an award amount of $381

As of July 8, 2021, FSCJ has distributed $7,243,240 to 15,905 students. 

FSCJ ARP Act Funding Information

To maintain compliance with federal regulations regarding receipt and distribution of the American Recovery Act (ARP) funding, FSCJ is required to provide the following information to the public 30 days after the date when the institution received its allocation under 18004(a)(1) and updated every 45 days thereafter:

FSCJ signed and returned the Department Certification and Agreement in April and received $27,368,938 in ARP Act funding on May 19,2021. This funding will be distributed directly to students in phases over the term of the award year.

FSCJ has implemented an evolving process to distribute these funds to students who were impacted by the transition to remote learning due to COVID-19 and qualify based on the below criteria. In order to be eligible to receive a portion of the funding, students are required to meet the following federal criteria:

  • Be enrolled in a Financial Aid eligible program of study.
  • Be a U.S. citizen or national, permanent resident, or eligible non-citizen.

Additionally, we identified our neediest population as students with an Expected Family Contribution (EFC) between 0-999.

The award amounts are as follows:

  • Neediest population received an award amount of $1,000
  • All remaining eligible students received an award amount of $750

We also identified a population of students who are using homeless waivers, or receiving assistance transitioning from foster care and awarded these students $3,115.

For our remaining population of eligible students in the Spring 2022 term, we awarded disbursements in the amount of $476 to both our neediest population and all remaining population of students who were enrolled in at least one A session course.

As of April 06, 2022, FSCJ has distributed $27,297,635 to 18,670 students.
