The District Board of Trustees for Florida State College at Jacksonville will act upon the following matters at its next regularly scheduled meeting on Tuesday, June 9, 2026, at 1 p.m. The meeting will be held at the College’s Administrative Offices, Board Room 405, located at 501 West State Street, Jacksonville, FL 32202.
NOTICE OF PROPOSED STUDENT FEE CHARGES:
Academic Assessment Fees
The proposed action will authorize the College to charge assessment fees to ensure partial recovery of costs associated with purchasing, administering, scoring, interpreting, and processing tests, pursuant to Board Rule 6Hx7-4.19, to be effective Fall Term 2026-27. The recommended fees are projected to generate fee revenues approximating $161,979.
Application Fees
The proposed action will reaffirm the College’s authority to assess an application fee to all applicants in College Credit and Career Certificate programs unless otherwise prohibited, pursuant to Florida Statutes 1009.22(10) and 1009.23(12)(a). While no changes to application fees are being presented, the recommended fees are projected to generate fee revenues approximating $532,073 as presented in the 2026-27 budget.
Distance Learning Fees
The proposed action will reaffirm the College’s authority to assess a distance learning fee for students enrolled in specific courses, pursuant to Florida Statute 1009.23(16)(a). While no changes to distance learning fees are being presented, the recommended fees are projected to generate fee revenues approximating $4,260,276 as presented in the 2026-27 budget.
Full Cost of Instruction
The proposed action will authorize the College to charge fees for enrollment in college-credit courses where students have enrolled in the same undergraduate college-credit course more than twice to be equal to 100 percent of the full cost of instruction, pursuant to Florida Statute 1009.285. The statute further indicates that calculation of the full cost of instruction shall be based upon the system wide average of the prior year’s cost of undergraduate programs for Florida College System institutions. The fees being presented for the Full Cost of Instruction are taken from the 2026 Florida College System Fact Book, which is the most recent system information that is available. Accordingly, effective Fall Term 2026 – 27 the fee for students in this situation will be $286 per credit hour, applied only to a course where the student has enrolled three or more times. Fiscal Notes: These fees are minimal and have historically only had small variances from year to year.
Transcript Fees
The proposed action will reaffirm the College’s authority to assess a transcript fee for services provided, pursuant to Florida Statutes 1009.22(10) and 1009.23(12)(a). While no changes to transcript fees are being presented, the recommended fees are projected to generate fee revenues approximating $1,563 as presented in the 2026-27 budget.
Tuition Rates
The proposed action will reaffirm the College’s authority to assess fees for college credit instruction and workforce education programs, as provided by Florida Statutes 1009.22 and 1009.23. These fees are established by individual college District Board of Trustees within ranges implemented by the legislature. While no changes to tuition fees are being presented, the recommended fees are projected to generate tuition revenues approximating $50,455,687 as presented in the 2026-27 budget.
NOTICE OF PROPOSED FSCJ ACCESS PROGRAM
The proposed action will authorize the College to approve the FSCJ ACCESS Program, pursuant to FSCJ Board Rule 6Hx7-4.19, and to be effective Fall Term 2026. The recommended program will have no net fiscal impact on the College.
