All degree or certificate-seeking applicants to FSCJ must complete a Residency Declaration form. Completing the residency declaration helps FSCJ determine the student’s Florida residency status, which determines the tuition rate charged for the courses. A student who classifies as a Florida Resident will pay a lower tuition rate than the out-of-state rate.

The declaration form does not need to be completed in one sitting. You can begin the process and save it for later if you need to collect the required information to complete and submit the form. If you are determined to be a dependent student, you must supply the information of your parent/guardian to determine your residency status.
Students need to submit the completed Residency Declaration by the Monday following the first week of classes of the term in which they enroll. Those dates are the same as the drop deadlines for the session in which the student will begin classes.

Residency Reclassification
A student who is classified and attending as a non-Florida resident (out-of-state) and seeks reclassification as a Florida resident (in-state) must complete the residency reclassification process. The reclassification must be submitted prior to the first day of classes of the term/session in which residency is sought. All documents supporting the residency reclassification must show evidence that the student (or if under 24, his/her parent or legal guardian) has resided in Florida for 12 consecutive months by the start of the full term. Three documents are required and the most commonly used are a valid Florida driver's license, a current voter's registration card, or a valid Florida vehicle registration.
