Trustee Bruce E. Barcelo
Bruce E. Barcelo

Mr. Barcelo is a Principal of Barcelo & Company, an international public opinion research firm. He is a founder of the Committee for Open Democracy, an international election-monitoring and governmental transparency project. In addition to his work throughout the United States, his growing international practice includes opinion research and political coalition development in Eastern Europe, Eurasia and the Caribbean. He is active in civic affairs, serving as a long-time director of the Florida and Jacksonville Chambers of Commerce and a Trustee of Leadership Florida. A Jacksonville native, Mr. Barcelo received his Bachelor of Arts degree in Government from Dartmouth College in Hanover, New Hampshire. He was appointed to the Florida State College at Jacksonville Board of Trustees in July 2009.

Karen Bowling

Karen E. Bowling was appointed to the Florida State College at Jacksonville District Board of Trustees by Governor Scott in August 2011. Ms. Bowling has served on the Board of the Florida State College at Jacksonville Foundation, and is the Board of Trustees liaison to the Foundation Board. She is currently the deputy chief administrative officer for Jacksonville Mayor Alvin Brown. Prior to joining the Mayor's staff, Ms. Bowling cofounded and served as the CEO of Solantic walk-in urgent care. She is a proud alumna of Florida State College at Jacksonville (then Florida Junior College) and earned a bachelor's degree from the University of North Florida. She began her career in Jacksonville as a broadcast journalist before transitioning to a career in health care marketing and management. Ms. Bowling has served on the Board of Directors of the Jacksonville Electric Authority, Associated Industries of Florida, Jacksonville Humane Society and First Coast Crimestoppers.

Major General Doug Burnett, Florida National Guard (Ret.)

Jacksonville native Major General Douglas Burnett was appointed to the Florida State College at Jacksonville District Board of Trustees by Governor Scott in August 2011. Maj. Gen. Burnett's next-newest venture was the founding of Doug Burnett & Assoc., LLC, a consulting firm, in August 2010. This was preceded by a life-long career in the Florida National Guard serving over 47 years from Airman to Major General. During his distinguished career Maj. Gen. Burnett served as Assistant Adjutant General/Air from June 1996 until his appointment by Governor Jeb Bush on November 3, 2001 as Adjutant General and Commander of all units in both the Army National Guard and Air National Guard of Florida. He also served on the boards of the U. S. Pentagon Domestic Operations Advisory Board (chairman); the National Guard Officers Association of Florida (president); the Modernization Committee of the National Guard Association of the U.S.; and was a member of both the Reserve Forces Policy Board (board reporting to the Secretary of Defense) and the Board of Directors of the National Guard Association of the U.S. He achieved his Bachelor of Science in Business Administration (Finance) at University of Southern Mississippi and subsequently attended Florida State University and the University of Florida.

Maj. Gen. Burnett spent a substantial amount of his military career in the training and education of personnel, and was responsible for the development of innovative educational programs. He currently volunteers with Florida National Guard's Youth Challenge Academy at Camp Blanding, a rigorous in-residence program that provides education, GED attainment and job placement to at-risk high-school drop outs.

Rear Admiral Kevin F. Delaney, USN (Ret.)

Admiral Delaney is President and Chief Executive Officer of Delaney and Associates Consulting. Residing in Jacksonville since 1987, Admiral Delaney honorably served with the United States Navy from 1964-1998. While serving in Vietnam, he logged 686 combat missions flying UH-1 Huey gunships with the famed Navy "Seawolves." He was Commanding Officer of NAS Jacksonville 1989-1991 and served, as a Rear Admiral, from 1995-98, as the Navy's regional commander for the Southeast U.S. and Caribbean holding responsibility for 14 major naval installations and four naval hospitals. Admiral Delaney has served as president or chair of many not-for-profit organizations. In 2008-2011 he acted as the District Board of Trustees liaison to the Florida State College Foundation Board of Directors. He presently serves with the Rotary Club of Jacksonville, the Salvation Army of Jacksonville the Northeast Florida Safety Council, Jacksonville Regional Chamber of Commerce, the national board of The Wounded Warrior Project, as a Trustee at Jacksonville University, and as past chair of the Ronald McDonald House Advisory Board. Admiral Delaney holds a Bachelor of Science degree in Engineering from the U.S. Naval Academy and Master of Science degree in Business from George Washington University. He has completed advanced post graduate studies at the John F. Kennedy School of Government at Harvard University and as a Fellow at both M.I.T. and the Brookings Institution. Admiral Delaney has been married to his wife Pat for 43 years. They have three daughters and five grandsons.

Candace “Candy” Holloway

Candace "Candy" Holloway was appointed to the Florida State College at Jacksonville District Board of Trustees by Governor Scott in August 2011. Mrs. Holloway represents Nassau County on the Board. She is the director of medical education for the American Lung Association of the Southeast, Inc. and director of its medical section, the Southeast Thoracic Association. A long-time employee in the field of health education, she is a recipient of the American Lung Association and Florida Thoracic Society Award for Excellence in Educational Programs. Mrs. Holloway actively serves on coalitions and committees representing the American Lung Association working with colleagues and volunteers at the state, regional and national levels. Originally from Tulsa, Oklahoma, Mrs. Holloway studied computer science at North Florida Junior College. She is also active in church, civic and political activities.

James E. “Jim” McCollum (Chair)

James E. "Jim" McCollum currently serves as Board chair, and was most recently vice chair of the Board for Nassau County. He was appointed to the Board by Governor Crist in 2007. McCollum is owner of McCollum Enterprises Consulting and is retired from BellSouth with 34 years of service. He served in the United States Army and in the U. S. Army Reserve. Mr. McCollum has chaired the Jacksonville Regional Chamber of Commerce, The Gator Bowl Association, the Northeast Florida Council of the Boy Scouts of America, the American Red Cross of Northeast Florida, WJCT Public Television and the Business Advisory Council of the University of North Florida. He served two four-year terms on the Jax Aviation Authority, and was chairman on two separate occasions.

Chair McCollum has also served on the boards of the Scripps Florida Funding Corporation, the Jacksonville Sports and Entertainment Council, and the I.M. Sulzbacher Center. He currently serves as a board member of the BBVA Compass Bank and on the Community Advisory Council of AVMED Health Plans.

He attended Miami-Dade Junior College and graduated from Florida State University with a Bachelor of Science degree in Advertising and Public Relations. He achieved his Masters in Business Administration degree from the University of West Florida.

Thomas R. McGehee, Jr.

Thomas R. "Mac" McGehee, Jr. served as chair of the District Board of Trustees in 2008-2010. In 2007-2008, he served as vice-chair of the Board for Duval County. Mr. McGehee was originally appointed to the Board by Governor Bush in 1999, and reappointed by Governor Crist in July 2007 and by Governor Scott in August 2011. He is executive vice president of Mac Papers, Inc., a family-owned paper distribution company. He received his B.A. degree in Business Management from the University of Florida. Previously he served as chair of the Jacksonville Chamber of Commerce Military Affairs Committee and president of the Navy League of Jacksonville.


Trustee Suanne Thamm
Suanne Z. Thamm (Vice Chair, Nassau County)

Ms. Thamm currently serves as the vice chair for Nassau County. She served as the College's Board Chair from 2003-05 and was the Board's vice chair for Nassau County for five previous terms. On scholarship to Syracuse University she earned an A.B. degree in Soviet/East European Area Studies with a minor in the Russian language; she later attended Georgetown University in Washington, D.C. Before retiring, Ms. Thamm worked for the Library of Congress for 25 years in various capacities, including research, public service, collections management, and technical processing. She currently serves on the Historic District Council for the City of Fernandina Beach.


Trustee Gwendolyn C. Yates
Gwendolyn C. “Gwen” Yates (Vice Chair, Duval County)

Gwendolyn "Gwen" Yates serves as vice chair for Duval County. She was appointed to the Board by Governor Crist in 2007. She has made a lifelong career of public service as a City of Jacksonville employee since 1974. She was founder and director until 1980 of what is now the Youth Crisis Center. She subsequently served in high-level management positions including division chief and interim director (by appointment) under three Jacksonville mayors. Trustee Yates served as president of the Board of Trustees of the Florida Council on Aging. She was elected to the Jacksonville City Council in 1999 and reelected in 2003. Her term expired June 30, 2007. As City Council member she chaired various committees including Public Health and Safety and Education; served as Finance chair for the Tourist and Development Council; and was vice chair of both the Rules and the Recreation Community Development and Education committees. She presently serves as vice chair of the City's Public Service Grants Council and is a member of the Jacksonville Symphony Association Board. Trustee Yates is a graduate of Edward Waters College and completed the University of North Florida Government Fellows Program and Jacksonville University's Management Development Certificate Program.
